In 1969, work to build the 1-10 highway disrupted the heart of Downtown El Paso and the fabric of El Paso's urban core with a sunken freeway. Currently, the Texas Department of Transportation is preparing to update and reconstruct the aging infrastructure. As TxDOT prepares for the upcoming construction of 1-10 in the downtown corridor, our community has a once-in-a-generation opportunity to cap the highway with a 6.5-acre deck park. 

The Paso del Norte Community Foundation established the Downtown Deck Plaza Foundation to support the vision for the project. The transformational project will be designed to reconnect neighborhoods historically separated by I-10, enhance quality of life, support inclusive economic development, add greenspace, and celebrate the region’s vibrant heritage and culture.

In addition to becoming a central gathering place for all El Pasoans, the project will generate significant returns for our community: new jobs, opportunities for local businesses, housing, and critical environmental and health benefits. A recent Impact Study conducted by HR&A Advisors projects that the proposed Deck Plaza would generate nearly $1 billion in total economic output over 30 years. The free public park will feature a variety of high-quality amenities, including an amphitheater, field house, dog park, playgrounds.  Community input has helped to share the vision of the site.
